The problem this solves

Without technical grounding it is hard to judge whether a four-lakh website quote is fair, and the party quoting has an interest. Send the quote and the scope, and a senior engineer works out what is actually promised, what has been left out, whether the money matches the work and which clauses warrant a second look. You get a verdict in writing and questions to put back. We never bid on work we have reviewed.
